Wyoming Free Menstrual Hygiene Products In Custody Act
Bill
Provision of Free Menstrual Products in Prisons.
Mandatory provision of menstrual health hygiene products:
Every covered facility should provide menstrual health products at no cost to any person in custody that requests them.
Products should be provided:
In a way that does not demean the individual requesting them;
In adequate quantities to meet individual needs;
Without requiring the person in custody to justify the request;
Within a reasonable amount of time after request has been made, not to exceed 3 hours except in emergency situations.
No covered facility may:
Charge any fee for menstrual hygiene products;
Limit the quantity of products provided below what is medically necessary;
Require medical documentation or verification of menstrual products.

Definitions
“Covered facility” means:
Local and municipal jails.
State correctional facilities.
Juvenile detention facilities.
Any other facility that operates under contract with the state, county, or municipality that houses individuals overnight.
“Menstrual product” means:
Pads.
Tampons.
Menstrual cups.
Menstrual underwear and reusable pads.
“Person in custody” means any individual who is detained, incarcerated, or otherwise held in a correctional facility.
