Purpose

  1. The purpose of this legislation is to ensure consistent, equitable, and state-sponsored access to free menstrual products in all New Hampshire public schools.

  2. This bill reaffirms New Hampshire’s commitment to gender equity, student wellness, and educational access, ensuring that every student can attend school with dignity, free from barriers related to menstruation at such an adolescent stage.


Statement 

Access to menstrual products is a matter of equality, dignity, and educational opportunity. Many schools rely on donations or stock products only in nurse’s offices, defeating the goal of equitable access. This act ensures that funding, accountability, and dignity are built into the law’s foundation.

Definitions

  1. Menstrual products: Pads, tampons, liners, menstrual cups, or other hygiene products used to manage menstruation.

  2. Menstruating student: Any student who experiences menstruation, regardless of gender identity.

  3. Title I school: A public school that receives federal funds due to a high percentage of students from low-income families.

  4. Public access point: A stocked, regularly maintained, and discreet location within bathrooms or designated gender-neutral restrooms.
